Adult Eligibility:
Meet required income level; and18 years of age or older; and
U.S. Citizen or eligible to work in the U.S.; and
Compliance with selective service (if required).

Dislocated Worker Eligibility:
Unemployed due to a plant closure; or
Unemployed due to a layoff or received notice of layoff and is unlikely to return to previous occupation; or
Substantial layoffs at a plant or facility; or
Employed at a facility at which the employer has made a general announcement that the facility will close; or
Self-employed individuals, farmers, ranchers, and fishermen who are unemployed due to economic conditions or a natural disaster.
